Nineteen of the Russian's 21 victories have been won on hard surfaces
A revitalized Medvedev won his initial title for over two years with victory over opponent Moutet in the tournament final.
Medvedev, a ex- top-ranked player, has endured a torrid year, managing just a single victory at the major tournaments and suffering a meltdown at the New York tournament.
Medvedev's varied form on the tennis tour - and difficulties with his serve in particular - caused him exiting of the top ten and ultimately separating with former mentor Gilles Cervara.
Currently working with his coach and his other coach, the tennis star has gradually advanced in the recent weeks - climaxing in a tightly fought competitive victory over challenger Moutet.
This marks his first trophy after the Italian tournament and maiden on a hard surface after March of that year.
Victory also signifies Medvedev has won 21 victories at twenty-one various tournaments.
"For the first time I have attended a competition with my two daughters simultaneously, so to win a title is particularly special," said world number 14 Medvedev.
"This victory is in honour of my second daughter Victoria, because the initial championship I got when my first daughter my daughter was born was for her."
Medvedev, the 2021 US Open champion, had failed in his past six finals, including in the German tournament in the past months.
Medvedev's counter-punching approach and frequent emotional displays on the playing surface had caused commentators to doubt if his ability to play at the highest level was concluded.
But the player has implemented adjustments in recent weeks, making an effort to approach the net and play assertively, backed up by an enhanced service.
He fought back from a break down in the initial set against the challenging opponent, securing 4 of the final five games to take the lead.
The pair traded break points in the following set before Moutet, striving for his initial professional title, seized the initiative to force a third set.
Moutet saved four early break points in a close final set before the Russian won the break to 15 to close out the victory.
Fittingly, Medvedev clinched the win with a rally at the net, with his opponent failing to manage a shot after over two and a half hours.
